He is the youngest pensioner in Russia.
Twenty-three is the age, as a rule, when young people start looking for their first job, thinking about the day they will retire 40 or 50 years later.
But this is not the case. Pavel Stepchenko managed to retire at just over 20 years old and became the youngest pensioner in Russia.

Pavel enrolled, at just 16 years old, in training at his country's Ministry of the Interior that would prepare him to join the Army. Everything was going normally and the young man was preparing to be assigned to a specific position when he decided to 'present his retirement papers'.
The decision was not made at the last minute, as it was something that the young man had planned for a long time - he found a flaw in Russian legislation regarding pensions that made all of this possible.
The law states that, during a period of martial law, each month of effective work corresponds to three months.
Pavel, working in these special conditions, managed to accumulate seniority at a much faster pace than most people, and was able to quickly reach the seniority required to apply for retirement.
