Russian presidential spokesman Dmitri Peskov said today that there are no concrete plans, but added that Russia's head of state, Vladimir Putin, is willing to discuss the issue that was recently put forward by Kiev.
Thus, the Russian presidential spokesman added that the moratorium on attacks on civilian facilities should clearly specify when infrastructure is considered a military target or not.
The Russian President said on Monday that he would “study” the moratorium proposal and that he was ready to discuss it with Ukraine.
Putin, however, accused Ukrainian forces of frequently occupying positions in civilian facilities, which makes them military targets.
Asked whether Zelensky's ban on negotiating with Putin could be an impediment to contacts between Moscow and Kiev, Peskov replied that if the Ukrainian side is willing to do so, it should “legally” remove the obstacles.
“President Putin has repeatedly declared his readiness to resolve problems through negotiations,” said the spokesman.
Kiev has yet to react to the latest statements from the Russian presidency.
