According to the IRNA agency, the court held US authorities responsible for the establishment of the Arab group Harakat al Nidal al Ahwaz, which claimed responsibility for the attack.
The armed group is fighting for the independence of the oil-rich province of Khuzestan, the official Iranian news agency also reported.
The decision was taken after 64 family members of those killed and injured in the attack filed a lawsuit against the United States.
In the attack in Ahvaz, the capital of Khuzestan, southwestern Iran, four men fired assault rifles at the authorities' gallery, killing 25 people, including women and children, and injuring 60 others.
The attack occurred during a military parade organized to mark the 38th anniversary of the start of the war between Iraq and Iran (1980-1988).
Swedish-Iranian citizen Farayola Chaab was sentenced to death in 2023 for his alleged role in organizing the attack and leading the group Harakat al Nidal al Ahwaz.
Iranian courts have frequently ordered US officials or citizens to pay compensation for crimes allegedly committed against the Islamic Republic of Iran, but have never received any compensation.
In December 2023, an Iranian court ordered the United States and 41 other Iranian institutions and individuals to pay a total of $49.7 billion for the 2020 assassination of General Qasem Soleimani in Iraq.
